COMES AROUND ONCE A YEAR. IT IS A CONSIDERED BUDGET FOR THE HISTORIC RESTORATION GRANT CYCLE FOR 2026. THESE GRANTS, AS KIND OF A REFRESHER, HAVE BEEN GIVEN OUT BY THE HISTORIC LANDMARK PRESERVATION COMMITTEE AND CITY COUNCIL SINCE 1989. SO FAR WE HAVE GIVEN OUT ALMOST $800,000 IN THESE GRANTS SUPPORTING OVER $5 MILLION IN PRESERVATION.
FOR THE 2026 GRANT CYCLE, ORIGINALLY WE RECEIVED SIX GRANT APPLICATIONS. AFTER THE AGENDA WAS POSTED, WE WERE CONTACTED BY ONE OF THE APPLICANTS REQUESTING TO PULL UP THEIR PROJECT.
THERE WAS SOME CONFUSION ON THEIR STAFFING AND THEY DID NOT WISH TO PROCEED WITH THE GRANT APPLICATION. SO WHAT WAS CHANGED IN YOUR PACKET WAS THE ATTACHMENT.
YOU CAN SEE THE ORIGINAL ATTACHMENT UP TOP WITH ONE OF THE GRANT APPLICATIONS FOR ABOUT $2,700 WOULD HAVE BEEN PAID OUT IF THEY WOULD HAVE MOVED FORWARD.
SINCE THEY CHOSE NOT TO GO FORWARD, THE BOTTOM IS WHAT YOU WOULD BE APPROVING TODAY IF YOU CHOOSE TO DO SO.
SO WE WOULD ADD UP THE 25,000 WE HAVE ALLOCATED FOR HISTORIC RESTORATION GRANTS.

AN AIRPORT LAYOUT PLAN IS, AS COLIN SUGGESTED, A, A 20 YEAR VISION FOR THE AIRPORT.WE'VE TAKEN THAT A STEP FURTHER. WE'RE LOOKING BEYOND JUST 20 YEARS, BUT I'LL IDENTIFY SOME OF THE KEY ASPECTS OF THE PLAN FOR YOU TONIGHT.
FIRST OF ALL, I'D LIKE TO POINT OUT THAT, YOU KNOW, THE AIRPORT LAYOUT PLAN IS INTENDED TO BE A REPRESENTATION OF THE SAFE AND ORDERLY OPERATION OF THE AIRPORT OVER A 20 YEAR PERIOD.
WE LOOK TO THE AIRPORT MANAGEMENT, AIRPORT BOARD, TENANT TENANTS AND USERS TO PROVIDE ITS ADVICE FOR US TO CREATE THIS PLAN.
AS COLIN SAID, IT'S YOUR PLAN.
WE FEEL THAT THE AIRPORT USERS, THE MANAGEMENT OF THE AIRPORT KNOWS IT BETTER THAN WE DO. SO WE'RE JUST TRYING TO SHARE OUR ADVICE, OUR RECOMMENDATIONS, HAVING DONE THIS FOR YEARS AND WHAT MEETS STANDARDS, WHAT MEETS DEMAND, AND HOW WE CAN HELP GET YOU TO THE FUTURE FOR THE AIRPORT.
WHAT'S IMPORTANT TO NOTE IS THAT THIS IS A REQUIRED EFFORT BY THE FAA AND TEX DOT.
THIS PROJECT WAS FUNDED 95% BY A GRANT FROM THE FAA AND TEX DOT IN ORDER TO RECEIVE FUTURE FUNDS FROM THOSE ENTITIES FROM FAA AND TEX DOT.
YOU'RE REQUIRED TO HAVE AN UPDATED AIRPORT LAYOUT PLAN.
THE LAST ONE WAS DONE IN 2008.
THERE WAS A TERMINAL PLAN THAT COLIN MENTIONED FROM 2020, AND THIS IS AN UPDATE TO ALL OF THAT.
SO WE DIVIDE PLANNING INTO THREE DISTINCT CATEGORIES.
WE DO AN INVESTIGATION PHASE WHERE WE LOOK AT THE THE OPERATION OF THE AIRPORT AND PREDICT PREDICT ITS FUTURE IN TERMS OF AIRCRAFT OPERATIONS AND BASED AIRCRAFT.
THEN WE DEVELOP SOME SOLUTIONS AROUND THAT.
AND ONE OF THOSE IMPORTANT THINGS IS TO REACH OUT TO AIRPORT USERS AND TENANTS.
WE DID A TENANT USER SURVEY AS PART OF THIS PROJECT WHERE WE GATHERED INFORMATION FROM THOSE USERS, BUT ALSO WE HAD A LOT OF INVOLVEMENT WITH COLIN, HIS STAFF AND THE AIRPORT BOARD.
AND THEN FINALLY, THE IMPLEMENTATION PHASE IS REALLY, HOW ARE WE GOING TO GET THERE? WE SHOW WHAT THIS AIRPORT LAYOUT PLAN LOOKS LIKE.
IT'S A DRAWING SET THAT GETS SUBMITTED TO TEX DOT IN THE FAA.
THEY REVIEW IT AND APPROVE IT, AND THEN IT SERVES AS THAT ROADMAP FOR ELIGIBLE PROJECTS. NOW THE FIRST FIRST ELEMENT OF ANY PLANNING TYPE OF STUDY LIKE THIS IS TO DO AN INVENTORY.
YOU GET A CLEAR UNDERSTANDING OF THE FACILITIES THAT YOU HAVE.
HERE WE LOOK AT THE RUNWAYS, THE TAXIWAYS, THE AIRSPACE AROUND THE AIRPORT, THE APPROACHES.
BUT WE ALSO LOOK AT LANDSIDE COMPONENTS SUCH AS THE TERMINAL AREA, THE HANGARS THAT SURROUND THE TAXI LANES, AND TAXIWAYS, JUST TO GET A BETTER UNDERSTANDING OF WHERE THIS AIRPORT IS TODAY AND AND SERVES AS A BASE FOR WHAT THE FUTURE MIGHT HOLD.
AND WE LOOK AT FORECASTING AND HERE WE THE MOST CRITICAL PART IS TO DISTINGUISH WHAT WE CALL THE DESIGN AIRCRAFT, OR WHAT TYPE OF AIRCRAFT IS GOING TO BE SERVING THIS AIRPORT AT LEAST 500 TIMES A YEAR.
THAT HELPS US UNDERSTAND WHAT THE DESIGN CRITERIA AROUND THE RUNWAY AND THE TAXIWAY SYSTEM NEEDS TO BE FOR THAT 20 YEAR PERIOD.
THIS IS WHERE WE'VE TAKEN A STEP FURTHER BEYOND JUST 20 YEARS.
AND WE'RE SEEING AN ULTIMATE DESIGN AIRCRAFT AS WELL.
SO WITHIN THE 20 YEAR PERIOD, WE'RE LOOKING AT WHAT WE CALL A B-2 TYPE AIRCRAFT. THAT'S THAT'S A SMALL MIDSIZE JET.
AND THAT'S THE KIND OF AIRCRAFT THAT YOU SEE TODAY.
ULTIMATELY, WE EXPECT TO SEE WHAT WE CALL A C2 AIRCRAFT OR A MID TO LARGE SIZE CORPORATE JET. WE'RE NOT TALKING ABOUT PASSENGER SERVICE OR ANYTHING LIKE 737 OR ANYTHING LIKE THAT, BUT MORE REPRESENTATIVE OF THE AIRCRAFT THAT YOU SEE ON THE SCREEN HERE.
SO USING THE INPUT FROM OUR FORECAST, USING INPUT FROM THE AIRPORT MANAGEMENT TENANT AND USER SURVEYS, WE DEVELOP FACILITY REQUIREMENTS.
THIS IS THAT FIRST ELEMENT OF THE SOLUTIONS PHASE.
AND WE'VE DETERMINED THAT WE'LL NEED A RUNWAY OF AT LEAST 6000FT IN THE FUTURE.
WE WOULD NEED TO EXPAND THE WIDTH OF THE RUNWAY FROM 75FT TO 100FT.
WE WOULD EXTEND SOME TAXIWAYS TO ACCOMMODATE THAT RUNWAY EXPANSION, MOVE SOME FACILITIES AROUND, AND MAKE THE AIRSIDE JUST A LITTLE BIT MORE ATTAINABLE AND AND INCREASE UTILIZATION AND THE SAFETY AND MOVEMENT OF AIRCRAFT ON THE AIRFIELD AND LAND SIDE.
WE'RE LOOKING AT A LOT OF CHANGES.

NEW ENTRANCE ROAD, TERMINAL AREA IMPROVEMENTS, HANGAR IMPROVEMENTS, A POTENTIAL FOR A HOTEL RESTAURANT ON THE AIRFIELD AND FLIGHT SCHOOL EXPANSION. AND I'LL SHOW THOSE GRAPHICALLY HERE IN JUST A MINUTE.THIS IS THE OVERALL LAYOUT PLAN.
THIS SHOWS ALL OF THE DEVELOPMENT THAT WE'RE CONSIDERING.
WE HAD SEVERAL ROUNDS OF DEVELOPMENT AND DISCUSSION WITH COLIN.
THE AIRPORT BOARD. AND THIS IS THE RESULT THAT THAT YOU SEE NOW, THIS IS NO DOUBT ROBUST DEVELOPMENT.
WE HAVE ALL KINDS OF HANGAR TYPES FROM SMALL SINGLE ENGINE AIRCRAFT TO LARGE MULTI AIRCRAFT STORAGE UNITS.
THE KEY HERE IS THAT WE WANT TO BE ABLE TO PRESENT A PLAN THAT HAS FLEXIBILITY FOR YOU TO BUILD SOMETHING THAT MIGHT NOT MAYBE BE WITHIN THE NEXT FIVE YEARS, MAYBE IT'S TEN YEARS OR SOMETHING THAT'S IN FIVE YEARS MIGHT BE OF INTEREST.

AND WE IDENTIFIED SOME YEARS AROUND THAT.
BUT ONE THING TO KEEP IN MIND IS THAT ALL OF THESE THINGS THAT WE SHOW YOU CAN CHANGE.
WE CAN MOVE PROJECTS FROM ONE PHASE TO ANOTHER.
SO THIS DOESN'T GLUE YOU INTO ANY TYPE OF DEVELOPMENT.
IN FACT, ALL THE DEVELOPMENT THAT I'M GOING TO SHOW YOU DOESN'T OBLIGATE THE CITY TEXDOT OR THE FAA TO DO ANY OF IT.
WHAT IT DOES IS IT PRESERVES YOUR ABILITY TO DO IT IN THE FUTURE, SO THAT IF YOU WANT TO DEVELOP A HANGAR OR A TERMINAL BUILDING, YOU HAVE THAT IN YOUR PLAN.
THE FIRST QUESTION THAT THE FAA AND TEXTILES ARE GOING TO ASK YOU WHEN YOU GO TO SEEK GRANT FUNDING FOR A PROJECT THAT WE'RE SHOWING, IS IS IT ON YOUR ALP AND THAT HOPEFULLY THAT ANSWERS.
YES, WE'VE SHOWN A LOT OF DEVELOPMENT AND THAT'S WHY WE HAVE SO MUCH HERE, IS THAT YOU CAN REALLY KIND OF QUICKLY CHECK THAT BOX.
YES, WE HAVE ALL KINDS OF DEVELOPMENT HERE.

PHASE THREE, WHAT WE CALL THE LONGER TERM, IS THE LAST TEN YEARS OF THAT 20 YEAR PERIOD.
AND THEN ULTIMATE IS BEYOND 20 YEARS.
WHAT WE REALLY KIND OF SEE PLAYING OUT FURTHER DOWN THE ROAD.
SO IN PHASE ONE, THE EARLY FOCUS THAT WE'VE IDENTIFIED HERE IS TERMINAL AREA DEVELOPMENT HERE IN THIS IN THE CENTRAL TERMINAL AREA, WE'VE DEVELOPED A NEW AIRPORT ENTRANCE ROAD, AN APRON, A LARGE APRON AREA AND A TERMINAL BUILDING.
THE LATER FOCUS OF THIS DEVELOPMENT PLAN IS BASED AIRCRAFT ACCOMMODATION THROUGH HANGAR DEVELOPMENT, AS WELL AS FLIGHT SCHOOL EXPANSION AND GROWTH.
IN THE NEXT PHASE. AND AGAIN, LIKE I SAID, THESE PHASES PROJECTS WITHIN THESE PHASES CAN MOVE FROM ONE PHASE TO ANOTHER DEPENDING ON WHAT THE INTEREST IS AND WHAT THE DEMAND HOLDS.
SO IN THE EARLY FOCUS FOR PHASE TWO, WE HAVE LARGE HANGAR DEVELOPMENT.
SO YOU'LL SEE ON THE LEFT SIDE OF THE SCREEN, THE LARGER GREEN HANGARS.
THOSE ARE MAINTENANCE HANGARS, CORPORATE HANGARS MULTI TENANT TRANSIENT HANGARS, THAT SORT OF STUFF WILL BE ON THE LEFT SIDE OF THE APRON.
WE ALSO HAVE HOTEL AND RESTAURANT DEVELOPMENT ON THE LEFT SIDE OF THE APRON AS WELL, SHADED IN ORANGE CLOSER TO THE RUNWAY TAXIWAY.
WE DEVELOPED THAT WITH A KIND OF A CENTRAL FOCUS ON PEOPLE WANTING TO COME AND SEE ACTIVITY AT THE AIRPORT, MAKE IT INTERESTING, MAKE MAKE IT SOMETHING OF AN ATTRACTION TO SEE AIRCRAFT OPERATIONS AS PART OF YOUR DINING EXPERIENCE IN YOUR STAY.
AND THEN THE LATER FOCUS IS THAT CONTINUED AIRCRAFT BASED AIRCRAFT GROWTH AND ACCOMMODATING THEM. AND IT'S A VARIETY OF DIFFERENT KINDS OF HANGARS, WHETHER IT BE SMALL SINGLE T HANGARS DESIGNED TO ACCOMMODATE A SMALL SINGLE ENGINE AIRCRAFT OR MAYBE A LARGER BOX STYLE HANGAR THAT ACCOMMODATES A SMALL TWIN ENGINE AIRCRAFT.

AND THEN IN THE ULTIMATE PHASE, WE'RE REALLY KIND OF CENTERED ON THE AIRFIELD AND EXPANDING THE AIRFIELD TO ACCOMMODATE THAT ULTIMATE DESIGN AIRCRAFT THAT I MENTIONED, THAT MEDIUM TO LARGE SIZE CORPORATE JET, WE HAVE OPTIONS TO EXTEND THE RUNWAY ON EITHER END.
AND THEN WE ALSO HAVE ON THE CENTER OF THE DRAWING HIGHLIGHTED IN RED, VARIOUS TAXIWAY CONNECTOR PROJECTS THAT WOULD GO TO HELP MEET FAA DESIGN STANDARDS FOR RUNWAY TAXIWAY CONNECTION.
SO WHAT WE'VE DONE IS DEVELOPED HIGH LEVEL PLANNING COST ESTIMATES FOR ALL THESE PROJECTS. AGAIN, THEY'RE HIGH LEVEL.
THEY'RE BASED IN TODAY'S DOLLARS.
AND WHAT I'LL POINT OUT IS THAT THIS SHEET SHOWS THE ELIGIBLE FUNDS THAT COULD BE PUT TOWARD PROJECTS. SO SIMILAR TO OUR PROJECT OF UPDATING THE AIRPORT LAYOUT PLAN, A LOT OF THE FUNDING FOR THESE PROJECTS CAN COME FROM THE STATE OR THE FAA.
SO WHAT WE'RE SHOWING HERE IS HOW MUCH OF THAT MONEY COULD POTENTIALLY COME IN IN THE FORM OF ELIGIBLE PROJECTS.
SOME PROJECTS ARE NOT ELIGIBLE.
FOR EXAMPLE HANGARS, FUEL FARM SYSTEMS, THINGS THAT GENERATE REVENUE OR ARE EXCLUSIVE TO ONE PERSON OR ONE COMPANY.
THOSE GENERALLY ARE NOT ELIGIBLE FOR FAA GRANTS, BUT THINGS LIKE RUNWAY PROJECTS, TERMINAL PROJECTS, APRON AREAS, THOSE THINGS ARE ELIGIBLE, BUT THAT DOES NOT GUARANTEE THAT YOU'RE GOING TO GET THAT MONEY. IT JUST MEANS THAT IT'S AN ELIGIBLE PROJECT.
BUT IT'S ALL REALLY BASED ON THE KIND OF MONEY THAT THE FAA AND TXDOT HAVE AT THAT TIME TO GIVE YOU FOR THAT PROJECT.
SO THAT'S WHAT I'VE TRIED TO SAY HERE, IS THAT NOT ALL OF THIS MONEY FROM THE FEDERAL AND STATE LEVEL OR THE SHARE THAT WE'VE IDENTIFIED HERE, NOT ALL OF IT IS LIKELY GOING TO COME FROM THEM.
IT'S GOING TO HAVE TO COME FROM EITHER PRIVATE INVESTMENT OR ENGAGEMENT WITH THE WITH THE FEDERAL AND STATE GOVERNMENT TO IDENTIFY OR EARMARK PROJECTS FOR THIS FOR THIS AIRPORT. SO THERE ARE FUNDS THAT CAN BE EARMARKED, WHAT WE CALL DISCRETIONARY MONEY THAT CAN BE SENT TO THIS AIRPORT FOR FUNDING THOSE ELIGIBLE PROJECTS. WHEN YOU MIGHT NOT NORMALLY GET THEM.

AS WE WERE LOOKING AT SOME ISSUES RELATED TO SOME DELINQUENT PAYERS OF THE HOTEL OCCUPANCY TAX. IN THIS PAST YEAR, IT WAS NOTED THAT PORTIONS OF OUR CURRENT ORDINANCE WERE A BIT OUTDATED.
SO THERE HAVE BEEN SOME UPDATES BY THE LEGISLATURE SPECIFICALLY RELATED TO THE ASSESSMENT OF INTEREST ON ANY KIND OF DELINQUENT PAYMENTS OF THIS TAX UNDER OUR CURRENT ORDINANCE, AS YOU WILL SEE IN THE RED LINE PORTION IN FRONT OF YOU, THERE IS A 60 DAY WAITING PERIOD BEFORE THAT, THAT THAT INTEREST IS ASSESSED AGAINST THE DELINQUENT TAXPAYER.
AND THAT HAS BEEN CHANGED, MODIFIED BY THE LEGISLATORS TO ELIMINATE THAT 60 DAY PERIOD. SO IT APPLIES IMMEDIATELY.
SO WHAT WE WANTED TO DO PRIMARILY, AND WHAT PROMPTED THIS WHAT YOU HAVE BEFORE YOU IS THAT CHANGE, THAT'S WHAT REALLY PROMPTED US TO COME FORWARD TONIGHT WAS TO DO THAT AS WELL AS UPDATE SOME OTHER THINGS AS, AS WE WENT THROUGH.
PORTIONS OF OUR ORDINANCE AND SAW SOME OTHER THINGS THAT WERE A LITTLE BIT OUTDATED.
WE WANTED TO BRING THAT UP AND MAKE THAT MAKE THAT YOU KNOW, IN ALIGNMENT WITH WHAT THE CURRENT STATUTE UNDER THE TEXAS TAX CODE IS.
OKAY. SO AS YOU PROBABLY KNOW, AND AS ASHLEY ALREADY TALKED ABOUT UNDER CHAPTER 351 OF THE TEXAS TAX CODE CITIES HAVE THE ABILITY TO ASSESS AND COLLECT THE LOCAL PORTION OF THE HOT TAX BY ENACTMENT OF A CITY ORDINANCE.
OUR CITY OF NACOGDOCHES HAS DONE THAT BY ADOPTING AN ORDINANCE WHICH IS INCORPORATED INTO ARTICLE FOUR, CHAPTER 9094 OF THE CODE OF ORDINANCES.
THE PROPOSED AMENDMENTS AS I MENTIONED, PRIMARILY WANT TO GET US UPDATED TO WHAT'S IN CURRENT LAW. THEY'RE UNDER THE TAX CODE.
