JUST TO APPROVE A RESOLUTION FOR THE CITY TO APPLY FOR THIS GENERAL LAND OFFICE GRANT. RESILIENT COMMUNITIES GRANT HAS. THE PROGRAM HAS BEEN AROUND FOR SOME TIME, BUT THE DEADLINE IS APPROACHING FOR THIS PARTICULAR FUNDING OPPORTUNITY. WE'VE ALREADY RECEIVED FUNDING TO PREPARE A HAZARD MITIGATION PLAN UPDATE. WE DO HAVE $100,000 IN FUNDING TO FACILITATE DEVELOPMENT OF THAT PLAN, WHICH IS SEPARATE. BUT INITIALLY WE THOUGHT MAYBE THESE TWO FELL UNDER THE SAME UMBRELLA. THEY DO FALL UNDER GLO GRANT OPPORTUNITIES, BUT WE CAN APPLY FOR BOTH. AND SO WE DECIDED, WELL, LET'S, LET'S DO IT. LET'S GET AHEAD OF THAT DEADLINE. THIS IS FUNDING THAT CAN SERVE US WELL IN DEVELOPMENT OF A COMP PLAN. AND I WILL TALK ABOUT SOME OF THE SPECIFICS RELATED TO IT, BUT RESILIENT COMMUNITIES PROGRAM FUNDS, A LOT OF DIFFERENT THINGS. IT FUNDS BUILDING CODES. WE'VE DONE A BUILDING CODE UPDATE. IT FUNDS FLOOD DAMAGE PREVENTION ORDINANCES. WE HAVE A FLOODPLAIN ORDINANCE. WE HAVE A ZONING ORDINANCE. WE DO HAVE A COMP PLAN THAT NEEDS FINE TUNING. WE DO HAVE A LAND USE PLAN THAT NEEDS FINE TUNING. SO THIS SEEMED LIKE THE PERFECT TIME TO BRING THAT FORWARD. AT LEAST GET AN APPLICATION IN THE DOOR FOR CONSIDERATION AT THE STATE LEVEL. JUST TO COVER SOME PRIOR ACTIONS SO WE KNOW WHERE WE STAND WITH OUR CURRENT PLAN. THE CURRENT ADOPTED COMPREHENSIVE PLAN WAS APPROVED IN JULY OF 2003. IN MANY CITIES, GENERAL PRACTICE IS THAT YOU LOOK TO UPDATE THE COMPREHENSIVE PLAN EVERY FIVE YEARS OR SO. I DON'T KNOW. AND I'VE LOOKED BACK AT SOME PREVIOUS ORDINANCES. I DON'T KNOW THAT WE'VE DONE FORMAL UPDATES IN FIVE YEAR INCREMENTS, BUT CERTAINLY MAJOR UPDATES WE ATTEMPTED A COUPLE OF YEARS AGO IN 22. WE HIRED DTJ DESIGN GROUP TO DEVELOP A NUMBER OF PLANS COMP PLAN, A DOWNTOWN PLAN, HOUSING STUDY, FUTURE I-69 PLAN. WE HALTED THAT WORK. AND CERTAINLY GETTING INTO THE REASONS WHY WE HALTED THAT CAN BE PART OF DISCUSSION. IF WE ARE AWARDED A GRANT FOR THIS COMPREHENSIVE PLAN UPDATE, WE CAN CERTAINLY GO INTO THINGS THAT WILL HOPEFULLY LEAD TO ITS APPROVAL AND ADOPTION IN THE NEAR FUTURE. JUST TO SPEAK OF SOME THINGS THAT MAY BE INCORPORATED IN DISCUSSION. FEBRUARY 25TH, OF COURSE, WE'VE GONE OVER THIS. THE CITY HIRED GOODMAN CORPORATION TO DEVELOP DOWNTOWN IMPLEMENTATION STRATEGY. THAT PLAN OR THAT FINAL REPORT WAS ACCEPTED BY THE COUNCIL AT THE BEGINNING OF THIS MONTH. SO WE HAVE CLOSED THAT DOOR, AND WE'RE BEGINNING THE STEPS OF ACTUALLY IMPLEMENTING SOME OF THOSE RECOMMENDATIONS OF THAT REPORT. THE REQUIREMENTS FOR THIS PARTICULAR PLAN, IF WE DO FALL UNDER STATE FUNDING, ARE SIMPLY THESE IT MUST BE FORWARD LOOKING AND INTEGRATE WITH HAZARD MITIGATION PLAN. WE ARE DEVELOPING AN UPDATE TO OUR PLAN SO THAT INTEGRATION WILL. [00:05:02] WILL BE SIMULTANEOUS WITH OUR DEVELOPMENT OF THE HMP. WE'VE GOT TO IDENTIFY LOCAL HAZARDS AND RISKS. AGAIN, THOSE ELEMENTS AS WE DEVELOP UPDATED VERSIONS FOR OUR HAZARD MITIGATION PLAN WILL BE INCLUDED. AND THEN THE ELEMENTS OF THE COMP PLAN HAS TO HAVE A POPULATION STUDY, HOUSING STUDY, LAND USE PLAN, ZONING ORDINANCE, INFRASTRUCTURE, CIP. THESE ARE ALL BASIC ELEMENTS OF MODERN COMPREHENSIVE PLANS. WE ALREADY HAVE A ZONING ORDINANCE. WE WOULD LOOK TO UPDATE AND INTEGRATE THAT. ANY CHANGES THAT MIGHT COINCIDE AND NEED TO COMPORT WITH THE NEW COMP PLAN INTO OUR EXISTING DOCUMENTS. AND THEN THAT ADOPTION MUST BE COMPLETE WITHIN THE RCP GRANT TERM. THE APPLICATION GUIDE STATES THAT THAT'S ABOUT THREE YEARS. SO IT'S PLENTY OF TIME IF WE'RE IF WE'RE ONLY DOING THAT COMPREHENSIVE PLAN. IT'S A LARGE DOCUMENT. IT DOES TAKE SOME TIME, BUT THREE YEARS IS CERTAINLY ENOUGH TIME TO GET THAT DONE. IF FOR SOME REASON WE DIDN'T, WE WOULD BE THE STATE WOULD BE RECAPTURING THOSE FUNDS. AND THAT'S REALLY THE BIGGEST CATCH TO THIS. WE DO QUALIFY AS A, AS A MITIGATION STATE MITIGATION OR A STATE HAZARD RECOGNIZED CITY BASED ON A LOT OF THE DISASTERS FROM THE PAST 5 TO 7 YEARS. WE QUALIFY FOR THE FULL AMOUNT IF WE APPLY, WE'LL STILL BE CONSIDERED BASED ON OUR CRITERIA, BUT THAT'S UP TO $250,000 FOR THE COMP PLAN. SO WE FEEL LIKE THAT'S, THAT'S MORE THAN ENOUGH TO COVER THE FULL COST. AGAIN, WE WILL COME BACK TO COUNCIL AT A LATER DATE IF AND WHEN THOSE AWARD NOTIFICATIONS ARE RECEIVED AND WE BEGIN THE NEXT STEPS OF MOVING FORWARD. I WOULD JUST LIKE TO SAY THAT THOSE IDENTICAL FUNDS WERE AVAILABLE IN 2021, AND THE CITY DECIDED NOT TO PURSUE THEM AND JUST TO PAY ITS OWN MONEY AND APPROACH IT WITH DTJ. SO I'M, I'M VERY GRATEFUL THAT YOU ALL ARE PURSUING THESE DOLLARS BECAUSE I THINK IT'S JUST THE WISE THING TO DO. AND THE ONLY OTHER THING I WANTED TO SAY IS THAT THIS PROCESS IS GOING TO HAVE TO INCLUDE THE COUNCIL, NOT JUST AT THE BEGINNING WITH BROAD, BROAD GOALS, BUT THROUGHOUT THE PROCESS. WE'RE IN THIS TOGETHER AND THERE'S A LOT OF DIFFERENT DECISIONS THAT WILL HAVE TO BE MADE. AND BROAD GOALS IS ONE THING, BUT ONCE THEY START BECOMING ACTIONABLE THEY CHANGE FROM WHAT PEOPLE ARE THINKING ABOUT WHEN THEY'RE VERY BROAD. SO I HOPE THIS PROCESS INVOLVES US THROUGHOUT. SO WE'LL CERTAINLY KEEP THAT FOREFRONT OF DEVELOPMENT. SO ARE WE INTENDING TO HIRE ANOTHER COMPANY TO DEVELOP A COMPREHENSIVE PLAN? IT'S ABSOLUTELY. WE WOULD WANT TO HIRE A THIRD PARTY TO HELP FACILITATE THE ENTIRE PROCESS NOW. SO A LOT OF THE ELEMENTS THAT COUNCIL HAS ALREADY SORT OF MOVING TOWARD AND ITS LARGER VISION FOR DEVELOPMENT OF NACOGDOCHES. I MEAN, THIS WE NEED THIS. WE NEED THIS TO HELP KIND OF SOLIDIFY SOME OF THE STEPS COUNCIL'S ALREADY TAKEN TO MOVE FORWARD ON NACOGDOCHES FUTURE LAND USES. SO THIS WILL HELP. AND RIGHT NOW THIS FUNDING OPPORTUNITY IS DRIVING OUR REQUEST TO COUNCIL. SO WE WANT TO MEET THAT DEADLINE. TIMELINE ON THE GRANT AWARDS. NOT YET. SO THIS IS SIMPLY APPLYING SIMILAR TO WE ACTUALLY HAD A MEETING THIS MORNING REGARDING THE TRANSPORTATION ALTERNATIVE GRANT PROGRAM, WHICH WE'VE ALREADY RECEIVED THE AWARD. SO WE FEEL CONFIDENT THAT WE'LL MEET THAT IN APPLYING THIS TIME. SO MY FOLLOW UP WAS ALONG THOSE LINES, EXACTLY WHAT YOU WERE SAYING. BLAINE, I THINK THESE ARE NOT THIS IS NOT A COMPETITIVE FUNDING PROCESS AS MY UNDERSTANDING GETS. ACTUALLY, AS FUNDING IS AVAILABLE AND WE WERE TOLD THERE'S FUNDING AVAILABLE. MULTINATIONAL NATIONAL HAVE SPECIFICALLY TARGETED SMALLER COMMUNITIES BECAUSE, QUITE FRANKLY, THEY THINK THAT THEY FALL FOR IT EASIER, ESPECIALLY IF THEY SHOW THERE'S ANY TAX BENEFIT. SOME OF THEM CAN HAVE GREAT IMPACTS. SOME OF THEM CAN HAVE STRAIN ON YOUR WATER SYSTEMS. SOME OF THEM MIGHT BE DUAL USE TROJAN HORSES THAT HAVE OTHER HARDWARE IN THEM THAT WHO KNOWS WHAT THE PURPOSE IS. SOME HAS BEEN FLAGGED BY THE FEDS AND DIFFERENT TIMES. SOME ENTITIES HAVE BEEN LOOKED AT EVEN STATEWIDE OR NATIONALLY RIGHT NOW, RECENTLY. THERE'S A COUPLE OPERATIONS RIGHT NOW THAT HAVE BEEN ANNOUNCED, AND I WOULD JUST IF YOU DON'T KNOW WHAT IT IS, DON'T AGREE TO IT. IF THERE'S A WAY TO AT LEAST REQUIRE MORE DUE DILIGENCE THROUGH THE ZONING PROCESS OR THE PROPOSAL PROCESS IF IT'S A PUD TYPE THING, BUT I CERTAINLY WOULDN'T ENCOURAGE GOING DOWN THE ROAD OF SOMETHING.
