THAT FACILITY, WE REFER TO ONE OF THEM AS THE LOWER ONE THAT'S CLOSER TO OUR SWIMMING AREA AND BOATING DOCK THAT WAS REHABILITATED A FEW YEARS AGO USING SOME ARPA FUNDS. THIS TOP RESTROOM WAS NOT INITIALLY IN OUR PLAN UNTIL A TREE HIT IT, AND SO THAT NECESSITATED SOME REPAIRS AND REALLY A FULL DEMOLITION AND REBUILD OF THIS RESTROOM. SO DURING A STORM, WE HAD A TREE THAT LOOKED PERFECTLY HEALTHY THAT TURNS OUT WAS COMPLETELY HOLLOW THAT FELL ONTO THIS RESTROOM. AND SO AT THAT TIME, AFTER THE STORM PASSED, WENT OUT AND DID AN ASSESSMENT OF THE BUILDING AND REALIZED IT WAS NO LONGER STRUCTURALLY STABLE. SO WE'RE BRINGING TO YOU TODAY IS THIS PROFESSIONAL SERVICES AGREEMENT WITH COX JONES FOR THE DESIGN AND BUILD.
THIS BUILDING WAS INSURED FOR $124,000. WHEN WE STARTED GETTING SOME BIDS TO REBUILD IT,

AS IS, THEY WERE MUCH HIGHER THAN THAT WHICH NECESSITATED A DESIGN BUILD CONTRACT. SO THAT WAY WE CAN WORK WITH THE CONTRACTOR IN OUR NOT TO EXCEED AMOUNT TO COME UP WITH A RESTROOM THAT FITS OUR NEEDS, BUT ALSO FITS WITHIN OUR BUDGET, WHICH IS WHERE WE GOT THE $124,000 PROJECT. WE DID A REQUEST FOR PROPOSALS. COX JONES WAS OUR LOWEST AND SOLE RESPONDENT FOR THAT. THEY'RE A LOCAL COMPANY WHO WE'VE WORKED WITH MANY TIMES, AND WE'RE VERY CONFIDENT IN THEIR WORK. AND SO THE PROJECT DETAILS OF THIS WOULD BE ESSENTIALLY OUR PARK STAFF WOULD DEMOLISH THE BUILDING AFTER WE SEE WHAT, IF ANYTHING, CAN BE SALVAGED, WOULD ALSO SAVE THE CITY A LITTLE BIT OF MONEY AS FAR AS WE WILL DO THE DEMOLITION IN-HOUSE. AND THEN COX JONES WILL WORK WITH OUR CITY STAFF TO DO THE DESIGN AND THEN THE BUILDING OF THIS PROPERTY, OF THIS BUILDING. AND THEN WE ANTICIPATE STARTING ON THE DESIGN RELATIVELY SOON, IF APPROVED, AND THEN STARTING CONSTRUCTION LATER ON THIS YEAR.WE DO HAVE A FEW COST SAVING MEASURES THAT WE'RE IMPLEMENTING FOR THIS PROJECT.
WE HAVE SOME STAINLESS STEEL FIXTURES THAT ARE LEFT OVER FROM A PREVIOUS RESTROOM PROJECT THAT WE'LL BE USING HERE, SO WE WON'T HAVE TO PURCHASE NEW FOR THAT. ALSO, PARKS CREW WILL BE DOING THE DEMOLITION, AND WE BELIEVE THE FOUNDATION IS STILL STRUCTURALLY SECURE. SO WE'LL BE ABLE TO JUST ESSENTIALLY WIPE OFF THE TOP OF THAT BUILDING AND STILL USE THE FOUNDATION AND THE UTILITIES THAT ARE THERE. I KNOW ALSO IN THE PRINTOUT Y'ALL HAVE, THERE ARE SOME PHOTOS OF THIS RESTROOM AND THE TREE ON TOP OF IT, WHICH WAS VERY UNEXPECTED. WHAT HAPPENED WHEN THE TREE HIT THE ROOF IS THAT IT CAME DOWN WITH SUCH FORCE THAT IT SPLIT THE ROOF IN HALF, STARTED TO PUSH THE WALLS OUT, BROKE ALL THE PLUMBING OFF THE INTERIOR. AND SO IT'S ESSENTIALLY A COMPLETE TEAR DOWN AND REBUILD.
AND I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE ABOUT THIS PROJECT, ANY QUESTIONS? YEAH, I HAVE A COUPLE OF QUESTIONS. YOU'RE PURCHASING FOR PREFAB RESTROOMS FOR A MILLION. SO WE HAVE THE BOATERS AND THE SWIMMERS DOWN IN ONE AREA, WHILE ALSO WE USUALLY HAVE DISC GOLF TOURNAMENTS AND BIRTHDAY PARTIES. AT THE TIME, IN 2021 THAT WAS PROJECTED, THEY WERE BEING BUILT FOR $260,000 A PIECE. WE RECENTLY WENT THROUGH ANOTHER COST ANALYSIS, AND THAT PROJECT JUMPED UP TO $460,000 PER RESTROOM. OBVIOUSLY VERY FAR OUTSIDE OF OUR CURRENT BUDGET. AND SO LOOKING AT THAT, TALKING WITH OTHER PROFESSIONALS, TALKING WITH OUR PARKS BOARD, THEY ENCOURAGE US TO LOOK AT PREFABRICATED OPTIONS, WHICH WE DID. THIS COMPANY, CHAWORTH AT A MARBLE FALLS IS ACTUALLY ONE THAT OUR PARKS CHAIRMAN SUGGESTED TO US. AND WE JUST STARTED DOING SOME RESEARCH. AND TURNS OUT THIS IS A GREAT COMPANY. YOU REALLY TICKS ALL THE BOXES THAT WE NEEDED ON OUR SIDE AND FIT WITHIN OUR BUDGET. SO WHAT WE ARE LOOKING AT TODAY IS PURCHASING FOUR RESTROOMS AND THE ALL IN PRICE IS THAT A LITTLE OVER $1.1 MILLION DOLLAR AMOUNT. SO THAT WAY IT ALL LOOKS LIKE ONE COHESIVE THING. SO ALL OF OUR PARKS HAVE A SIMILAR LOOK AND FEEL. THESE RESTROOMS, WE ARE PROPOSING TO BUY ONE THAT IS A LARGER FOOTPRINT FOR BONITA CREEK PARK. THAT IS $325,000, AND THEN THREE SMALLER FOOTPRINT ONES FOR MILL POND PARK, ROBERT MCCARREN PARK AND RITCHIE PARK. THE PRODUCTION TIME FOR THESE ARE APPROXIMATELY FIVE MONTHS, SO IF APPROVED, THEY GO INTO PRODUCTION. THEY ARE ALL PRODUCED AND BUILT OFF SITE IN MARBLE FALLS, AND THEY SHIP THEM HERE ON 18 WHEELERS AND IT TAKES ABOUT A WEEK TO INSTALL THEM EACH PARK. SO THERE'S DEFINITELY A BIG BENEFIT ON THE PARK SIDE FOR THAT, THAT WE DON'T TEAR UP OUR PARKS FOR MONTHS AT A TIME, ALMOST LIKE A MAGIC TRICK THAT WE BRING THEM, SET THEM DOWN, CONNECT EVERYTHING, AND THEN THEY'RE READY TO GO. WE DID DO QUITE A BIT OF RESEARCH INTO THESE RESTROOMS TO MAKE SURE THEY WERE GOING TO MEET ALL OF OUR NEEDS. WE HAD OUR PUBLIC WORKS DEPARTMENT CODES, BUILDING INSPECTOR AND WATER UTILITIES ALL REVIEW THESE. THEY ALL SIGNED OFF ON THEM AND SAID, THESE ALL MEET OUR CURRENT BUILDING STANDARDS. WE ARE ABLE TO GET UTILITIES TO THEM. AND SO THEY WERE ALL FOR THIS PLAN AS WELL. I KNOW IN YOUR PACKET THERE ARE THE FLOOR PLANS FOR EACH OF THE RESTROOMS. THESE ALL COME WITH ALL OF THE SAME UTILITY OR SAME AMENITIES THAT WE HAVE AT OUR CURRENT RESTROOMS. AS FAR AS STAINLESS STEEL FIXTURES, PARTITIONS, SINKS, THESE DO HAVE THE ADDITIONAL WATER FOUNTAINS. EXCUSE ME, PLUS MAG LOTS AND TIMED LIGHTING ON THERE AS WELL. SO A FEW ADDITIONAL FEATURES ON TOP OF WHAT WE CURRENTLY HAVE.AND WE HAVE. WE HAVE PROPOSED DOING A LARGER ONE AT BONITA SIMPLY BECAUSE OF THE AMOUNT OF USAGE BONITA HAS, AND THEN THE SMALLER FOOTPRINTS AT MILL POND, MCCRIMMON AND RITCHIE THAT ARE MORE OF NEIGHBORHOOD PARKS AND DON'T HAVE QUITE AS MANY LARGE COMMUNITY EVENTS, SO DON'T NECESSARILY NECESSITATE ONE AS LARGE.
